A) That subject line is useless. All-Caps and multiple exclamation points hurt your chances of legitimate responses.
B) Your report doesn't have anything at all to go on.

The problem could be anything.

The most detailed answer I can give is that you have zero of something that you need a list of at least one option for, such as video cards, mods, etc to choose from.

Try backing out any changes you have made, or reinstall fresh from the original media.
Have you applied the latest patch? Is your OS supported?

Technical:
The range of possible choices to select from in a list of N items, is from 0 to N-1.
If you've got 5 items, then you can choose the one at index 0,1,2,3 or 4.
If you have zero items to choose from, your range is 0 to -1, thus including no numbers at all.

You can thus see how an empty list could generate such an error, although it is not the only way to generate an invalid index.
